Betting Laws

Betting regulation is set country by country. This page summarises what typically differs between jurisdictions and links out to each market's specific legal framework.

What typically varies between countries

  • Whether online betting is explicitly legal, tolerated, or prohibited.
  • Which regulator is responsible for issuing licences.
  • The legal minimum age to bet (often 18).
  • How winnings and operator revenue are taxed.
This page is not legal advice. Betting laws change frequently. Always confirm the current legal status with the country's official regulator before publishing or deciding to bet.

Bonuses in Brazil: what the law allows since 2025

Since January 1, 2025, Law No. 14,790/2023 (art. 29, caput, inciso I) and SPA/MF Portaria No. 1,231/2024 (art. 42 §1º, incisos I–II) prohibit Brazil-licensed operators from: (a) offering any bonus, advance, or prior advantage to attract a customer before registration and a first bet; and (b) conditioning any bonus or reward, at any point, on a deposit made by the bettor. The rule was reinforced by a Senacon precautionary measure (Despacho SENACON/DPDC No. 2,344, November 2024), which ordered the nationwide suspension of advertising for that kind of bonus.

In practice, this bans classic welcome bonuses and "double your deposit" offers. It remains legal to offer already-registered, active customers loyalty rewards, cashback, free bets, free spins, enhanced odds, and prize wheels, as long as these aren't conditioned on a new deposit. The rule remains in force as of August 2026, with no court ruling reversing it; the pending Supreme Court case concerning Law 14,790/2023 (ADI 7721) has so far addressed only advertising to minors and social-benefit-account rules, not the bonus restriction.
